Here is my story: My daughter is almost 8 years old and spent over half her life in the Child Welfare System! She has not seen her Mother since March 10th 2020. She was removed by DHS April 2017. On April 13th 2017, I was faced with allegations of Sex Trafficking a Minor via the FBI in Oregon. My case originated when my name arose during a child pornography investigation, performed by FBI special agent Michael Palmer in Oregon. The case was dismissed on May 5th 2017, when it became apparent to My Federal Attorney's that the allegations made against me were falsified. The case was dismissed when their original arrest of Barret Spangler admitted his statements were untrue and his statement to my Federal Private Investigator became a collateral witness statement. Due to the statements he gave my Federal Attorney's Private Investigator, we were able to show that my statements I gave to the FBI during interrogation were true and that I never had any intentions of providing ANY minor for a sexual encounter. I was never convicted and after thorough forensic investigation My evidence was returned to me. Following that case, the East Gresham Branch of the Department of Human Services Child Welfare Office opened a Pending Allegation of Sexual Abuse Exploitation, due to the nature of the FBI Case. They did not take Jurisdiction over Custody of my daughter, Kamilli Wheeler, until January 2018, when they convinced my Mother to relinquish care of my daughter to the Foster Care system. During this Child Welfare case, I have over exceeded the requirements I was asked to complete. DHS only ever requested that I engage in 6 months of weekly mental health therapeutic services and to complete a Parenting Course called Parenting Inside Out offered by Northwest Family Services in Clackamas County. I not only completed those required services in a timely manner, but I went above and beyond, by seeking services that would benefit my own parenting, treatment, and transition into the next part of my life. DHS required I receive a Psycho-Sexual Evaluation with Risk Assessment, typically provided to those convicted of, or facing pending charges of a Pedophilic Charge, which I was not. I had 2 Evaluations performed that were hired by DHS. Neither Evaluation covered a psycho-sexual Evaluation, nor did they attempt a risk assessment. Instead I participated in a psychological evaluation both times and was compliant with any requests by those evaluators, as well as attended a review session with legal representation both times. DHS never required me to follow the referrals given by those evaluators, nor did they request me to do so, outside of the above listed services. I had left the lifestyle of Prositution on February 23rd 2017 and I have lived within the limit of the law since that date, never engaging in illegal prostitution since the above date. I provided to the courts a letter I wrote about my personal Insight and Internal Change, due to me participating in services and treatment since April 2017. I stayed in communication with DHS, requested Family Decision Meetings monthly, and even requested my service providers to attend to keep them and DHS informed of everything taking place within my case. I have done everything in my power to make a change in my life, to understand where I failed as a parent, and to educate myself so I can put that knowledge into affect in my current Parenting. With all those efforts made, DHS has rejected every attempt to work with them, to regain custody of my child, and to be compliant at ALL times during my case. Now I am faced with DHS trying to Terminate my Parental Rights! They have also provided an affidavit listing multiple allegations against myself and my partner that hold no evidence based proof and have falsely accused me. Not only I recognize where DHS has failed my family, but my attorney, and every professional I have worked with has been baffled by the resistance from DHS, as well as the wrongful treatment we have received. I have experienced racial discrimination and stereotyping against myself, my daughter, and her father figure. I have endured disability discrimination. We have documented lying on behalf of DHS and the AAG Mike Botthoff on case paperwork, during family decision meetings, in court during a permanency hearing, as well as lying to witnesses to try and change their statements. DHS and the Juvenile Court have failed in honoring my legal rights as a parent with visitations and involvement in my daughter's life. DHS has neglected my child's cultural hygiene and socialization needs, even with referrals from Self Enhancement Inc referring culturally appropriate services for my daughter. DHS continues to neglect my child's needs therapeutically, amongst many others. The truth behind the system of the Child Welfare Department needs to be known and it needs major improvements. I feel our story could not only illuminate racial discriminations, deceptions, injustice, abuse, and what I consider child trafficking, but also to illuminate the law suit Governor Kate Brown currently has against Portland DHS for the abuse they have put children through while under care, and hopefully get the state to closely supervise what is happening, as DHS gets away with calling the shots and covering their mistakes, with no accountability!
